The objective is to provide a clear path for air movement from the eave overhang to the roof peak, while maintaining insulation from the sill plates back over the heated portion of the house. The attic/roof will be cooler in summer and will prevent moisture buildup in winter. Preventing moisture accumulation on the top of insulation should improve performance not degrade it. Also, any holes need to be screened. A number of different soffit vents (screens) are avaialble ranging from 2x14 to 4x12. These are placed over cutouts. Alternatively, holes can be drilled through the underside soffits and screen material placed above. The vents are kept free of insulation, but should not affect the insulated envelope of the house.
