Smell where the water heater is located

Ok - ANy help appreciated. Water is fine, clear no odor. Open the closet where the water heater is located and smells like "wet dog" no dogs found nothing in the closet - house is 3 yrs old. Cleared out coats in the closet completly empty and odor still there - HELP!
