Small flame at orifice

What causes this small flame at the orifice.
The 3 burners are working OK, but on the 3d burner
right at the orifice it happens once in a while that there is a small flame. It makes a light sputtering noise.
Is there any adjustement as far as the position of the orifice or anything like that that would eliminate this condition?
The orifice is clean and the size is identical to the other two.
