sluggish toilet drainage

Problem may be tooth brush caught somewhere. Toilet water rises when first flushed, almost overflows, then goes down but not contents. It sometimes flushes pretty good (sluggish), but not always. Husband bought a long snake (he has some plumbing experience (was a pipefitter/welder) Then bought an electric machine with snake (don't know exact name), as we have on and off problems with pipes due to roots, we have a septic tank. He found no clog and problem still exists. Could tooth brush be wedged somewhere? How does he trobleshoot this problem He is exasperated at this point. (Grandson says he put tooth brush in toilet). Thanks
