Slab bends, cracks walls, floors - Water foundation?

Due to the soil composition in the Dallas/Fort Worth,
Texas area (clay/sand), it expands and shrinks due to
the heat and moisture levels. This causes the slab to
bend, I guess. I have been told to water the perimeter
of the foundation. Is there a process to this watering?
How do I know how much? Does the water lift the outside
edge or what?
