I've never tried this but.....
I recently saw someone mix drywall mud with latex (water based paint). Their application was completely different from yours, but is seems that this would give you a surfacing material that could be mixed to the desired viscosity &would be easy to apply. With the latex panit in it, the drywall mud should stand up better to dampness than straight mud (which won't).

I'm sure you could also use plaster, but as an amateur I find it difficult to work with.
