Size is determined by the type of water heater, the height of the chimney, the input, the rise from the water heater to the tee, whether it is grouped with another appliance of not, the type of chimney, and the offset. the chart is included with the water heater by the manufacturer. If you have lost it, go to the supplier and they will be able to help you size the vent if you can give them that information. ANYTHING ELSE IS A GUESS THAT CAN KILL.
