Shrink Cracks in new house foundation

We have recently puchased a newly constructed home. Upon final inspection in the basement, we noted a vertical crack in the foundation. The builder assured us that this was a "shrink crack" and was perfectly normal. We asked whether he thought it would leak as it looked stained. The builder stated that he hasn't had a crack that did sofar. As the snow is melting, the crack is seeping water around a couple of the reinforcing rods which are also the middle of the crack. We have contacted the builder who inspected the crack. He feels that we can repair the crack from inside the basement with hydraulic cement. I'm skeptical because the foundation has a one year warranty and I'm concerned with the longterm. Are "shrink cracks" normal and if I'm getting water seeping already, is my future bleak and how do you recommend repair?
