An easy fix for mildew is lead. They sell it in short rolls you put under the ridge caps of the shingles with about two inches exposed. The lead releases chemicals that won't allow mildew or fungus to grow. If you have a goose neck vent or lead boot over a PVC plumbing vent, you'll notice that beneath it the shingles are clean thats why... But I live in Florida, very high humidity.
Before using lead though I would try to find out if it would expose lead poisoning to the ground around the house... But its used commonly in Florida for fungus and mildew....good luck....
