Septic & Drain Fields!

I have a septic & drain field at the duplex, that I rent. The county is going to put a sewer system into the streets & it will be mandatory for everyone to connect to it. However, the drain field is not draining properly & is partially clogged. Now, here's the problem. I'm in Florida, where we get a lot of rains. This doesn't help the matter either.My landlord wants to wait, until the new sewer lines are all installed, then connect. In the meantime, I have to get it pumpped out, about every other month. Do you have any options or is there any advice, (besides moving)on how to slow down the water going into the tank? How can I help this drain field to drain, without digging everything up? Is there any other way to solve this complex problem? Thank you.
