School Yard, Pea Gravel, & Angry Parents

HELP! I am a member of our local school yard renovation committee, and we just recently installed several yards of pea gravel in areas that would never grow grass, and were usually quite muddy. The school council, and some of our parents are a bit upset with us as they fear the kids will slip on these small rocks, and it has starting spreading on the pavement where they play games. I would love to go to the next council meeting with an alternative solution such as what was mentioned in a previous posting, or even the ready mix and water solution.

Unfortunately, we can not afford ashfault, which is the council's ideal solution.

Please advise!
