Sandblasting is a terrible mess. A good sandblaster
can take off the paint and a maybe some of the existing cement
finish coat. This leaves an excellent surface for
a new cement stucco finish coat in about any color and texture
that you desire. If the existing paint is removed a new stucco
finish should outlast you. Yes if there are cracks
in the stucco they will come through the finish but
at least you will have a breathable finish
that will not trap moisture between paint and concrete and
cause you to have to paint the rest of your life.
