sagging floor joist

My house is over 30 years old. It is a two story. The bottom floor (1st floor) joist are less than code 2 X 8 and appears to have too few support columns. The ceiling is sagging on the main floor; subsequently this means the 2nd floor upstairs is sagging. The 2nd floor joist are also less than code, 2 x 8 and spans nearly 3o feet in our family room. My question: Should I 1st repair the main floor joist and then work on jacking the 2nd floor, installing support columns, essentially working from the bottom up or should I install more support to the main floor the way it is and then put in support columns for the second floor? You might need to know that I am a carpenter by trade but have never tackled a job like this one. Again I should emphasize, this is my own home.
