Rusty Exterior Stucco

My brother-in-law acquired a huge house that has a stucco exterior.
He has asked me to help him do something with it that will be long
lasting and good looking. There is a lot of rust showing through and
lots of cracks, however it is all very solid. I don't know how to
paint it, and if I do, how long will it be before it "bleeds through" again?
I have placed vinyl siding on several houses, mostly with prior asbestos
siding. He has asked me to side his, but you can't drive nails conventionally
into stucco. Plus I would have to build out 25 windows to bring them out
to level with the siding. I've heard that elastomeric paints seal the stucco
and prevents it from breathing, which causes other problems. What should I do?
