I agree with Henry. A good place to get sandblasting done inexpensively is small cemetery monument companies. The only risk is if the rust is deep, then it will be difficult to avoid the sandblasting putting a hole in the posts.
I've used naval jelly on "fragile" pieces that I want to paint. It seems to turn the rust into a primer and I've not had any experience of future rust through.
