I still have some of a chemical rust converter
that was made by Chesterton about 15 years ago.
This stuff is very expensive ($55 a gallon back
then), but it's by far the best thing for rust.
After you scrape and wire brush off as much as
you can, this stuff converts the remaining
structurally sound rust to a different oxide of
iron, which is solid, hard, and stops further
rusting under the paint. It's a very dark bluish
