Rubber membrane roof run-off problem

I recently moved into a three level, eighteen year old townhome which has an attached garage at the rear.

The roof of the garage was built out at time of construction as a wooden deck sitting on what appears to be 3-ply rubber membranes. Everything is fine with the integrity of the roof except at the edges, where the run-off should hit the gutters.

In several places, the membrane has either been torn or broken off and consequently the water from the roof is falling down between the gutter and facia boards. I am concerned this will rot the wood of the facia, but how do I fix this so that the water gets properly drained into the gutter. There is no horizontal surface to attach a drip edge, and in a couple of place the missing membrane extends a couple of inches under the deck.

Advice appreciated.
