You didn't mention whether or not this was a sun field or shade...
I had a similar problem with maple roots in a fairly shady area.
I amended the soil with peat moss and compost where I could between the roots and transplanted some pachysandra whyere every possible out to the drip line.
It took about two years, but the entire area is now covered and the mower has been happy ever since..
