Warren, just about any good, well equipped tool and die shop should be able to make rosette cutter blades. The problem is finding one that will and showing them exactly what you want made. If you can use a "stock" blade holder, get one and take it along for initial "show and tell". Also, have a good quality, exact drawing of what you want made. Stress that they can do it as "fill in work" around their regular commercial work. If they are not interested, try another shop. There are plenty in many areas. Get a firm quote, then don't gripe because the price is high. As with many things, "set up" time is a major factor and it takes as long to set up for one as for a hundred or a thousand.
