Roofing felt put down while raining...

We're building a new house and the contractor put the roofing felt (tar paper) down immediately after a 2 hour rainstorm. Everything I have heard is that the roofing felt should only be placed on top of dry decking (to avoid trapping moisture and damaging the decking). The contractor says that because the house is still open (just sticks, windows and wallboard), there will be plenty of ventilation to dry it out and no moisture will be trapped. Is the contractor right or should I have them pull up the roofing felt and let the decking dry a few days?
