roof sheathing moisture

I have a north facing metal roof that has been collecting moisture under the sheathing. The original builder (20 years ago) installed insulation from attic area to eave location. This insulation has been installed with contact to the sheathing. Needless to say it is water soaked. The roof does not appear to have any vapor barrior. Am I in need of replacing this roof? Or any sugestions?
