Roof Repair

6 months ago, we had the roof replaced on our house.
It is a composition roof and the winds (gusts up to 70 Mph)
have blown several of the shingles off. The contractor
has refused to fix it stating that it was not warrantied
for winds that severe. Is there some precaution that
can be made when replacing these shingles to allow them
to withstand this kind of wind?
