roof plumbing vent

I live in Northern Ontario where we have had many nights in the 25 to 30 below weather this winter. Whenever we have cold weather the roof plumbing vent freezes up and I constantly have to get on the roof and pour hot water down the vent pipe. The pipe was approx. one foot out from the roof and someone suggested that I increase the length of the pipe by two feet. This did not rectify the problem. Would you have any suggestions? Should I reduce the length of the vent in the attic? Hopefully you can provide an answer for me.
