Roof Installation

Hi All!

I am close to the end of building my new house but are having problems with my new roof. The roofer has made some obvious mistakes and possibly some others. Here are my questions:

-Is felt REQUIRED under shingles over insuated space. It looks like he failed to put felt under the top 3 feet of the main roof up at the ridge. I know it is against local (Wisconsin) building codes. Should I sue?

-Each shingle has a strip of plastic over a strip of tar on the back. Should he have removed the plastic strip to let the tar seal to the next shingle?

-We have had 2 wind storms this week. Each storm has my shingles flapping in the wind while my neighbors roofs dont seem to move. Both storms has torn multiple shingles from my . Is a good solution using shingle cement on the tabs to glue them down?
