roof drainage

we have a seasonal cabin, not heated in the winter. it has natural cedar clapboard siding. on one side parallel to the roof line the siding is near the ground. under the eaves we have a bed of crushed rock with a drain pipe under that. even with this bed the water splashes up onto the siding during rainstorms and gradually bleaches the cedar. because of leaves, ice and snow gutters are not a solution.

what suggestions are there for ways of reducting this water splash? would switching to a pea size gravel help or using some material like a sponge that would absorb the water without splashing? any an all suggestions would be appreciated. thanks!!!
