roof crickets

Recently an inspection was conducted on a home that was built in 1995, the homeowner recently informed us of a roof leak that occurred. We has an inspection done and the results were the following:

The leak is located at the cricket above the family room. The sealant on the cricket has dried out allowing moisture to get under the flashing. also the roof to wall flashing was cut short leaving a hole at the bottom edge of the roof tiles allowing water to get behind the flashing and the felt.

My question is:

How long is the sealant expected to last, and what was the code in 1995 that would determine the proper roof to wall flashing?

Also the quote to do this work is $1,040.00, is this an accurate amount?
