I would build a 4/12 to a 6/12 pitch. YOu can do this cheap and easy by frameing a steeper pitch right on top of your exsiting. by doing this you save time and money by not haveing to remove the old one unless you would like to raise the ceilings inside.
PS you can tell your husband that buy replacing your roof and shigleing it instead of rolled roofing it will raise the value of your house incredable. And with your pitch now I hope you have rolled roofing instead of shingles because it is not steep enough for shingles.
