when i lived in the DC area i sealed the entire apartment to prevent roaches from entering. sprayed expanding foam sealer around all pipes, fuse box, light fixtures, and cracks and crevices. covered unused outlets with safety plugs. i was successful in keeping them out for 3 years until i moved. If roaches are in your apartment they will get into more than just the cabinets. i say seal and fumigate or live in filth.
