river rocks is not gravel

River rock are 4-12 inches or so long/wide/thick. As far as rocks go, they are cheap. Only fieldstone you collect yourself is cheaper.

I think what you want is "exposed aggregate". This is concrete where the top layer of cement is washed off, leaving the gravel exposed.

As Jay said, there are many options.
