Return air vents

I have a two level house that is 28 years old. The basement was finished some time ago (unknown)and the home inspector that looked over the house mentioned that there was no return air vent in the finished basement. The basement is cooler than the rest of the house. Should I have a return air vent installed to increase air flow in the house? How difficult is this task? The heating unit is located in the basement and there are several places that could be used to cut into the drywall and run duct work to the furnace.
