It is possible to install a return by running a duct up a central wall and walling around it. However; the error is in assuming that ductwork for heating from a 1920's heating system can be used for air conditioning. Contractors today make a mistake by not knowing that air conditioning usually requires larger ducts than heating; so it is not unusual that someone with NO understanding of duct size would assume that a duct is a duct is a duct ...

Install a cooling unit in the upstairs with ducts to carry the air for the upstairs; you can not make a silk purse of a sow's ear.
