The attractive method is to use bricks or blocks with 12mm of steel rods in each or alternative holes in the bricks with concrete poured in it ( double brick wall )
This will effectively retain any material up to 4feet
You will need weep holes to drain the water and also a vertical damp proof membrane in the internal side of the material being retained so as to stop the bricks discolouring and salt coming out of bricks
This is just a simple way of overcoming your problem but the condition of the site and the material being retained and the water content are the three things the designer needs to know
