Usually with any restoration project you need to identify the type of brick, and the sealer probably applied , but it sounds like that information is not avaliable, You will need to buy a good quality urethane stripper found in your local hardware store, After the sealer is removed then you can clean the brick with a stone enhancer, An acid wash might also be needed, always do a test area first. Then you seal with a penetrating sealer then a top coar sealer.
There are so many sealers on the market, you will have to search the web for what you think is the best source. Here are names of companies that can be found on the web.
