residential plate heat exchangers

I am biulding a new custom home all electric. I am looking for way's to save on energy and I have heard of people putting in a plate heat exchangers that heats up water as it is called for instead of having a hot water heater on most of the time to keep a constant temperature. I guess where can i get one and how much more are they than a hot-water heater and can the average plumber install this. Also are they that much more efficient than the old shell & tube type water heaters?
