Recommend removal of old tar and gravel roof.
Spud removal bars available from roofing supply houses will greatly assist in job. If roofing is hot mopped to deck, removal of decking might be necessary. Consult Asphalt Roofing Manufacturer's Assoc. for low slope installation recommendations. Pitches ranging from 2 and 3 in. per ft. require 2 plies of 15 lb. felt or special water proofing membranes. Consult your shingle MFG. for spec. Also could consult National Roofing Contractors Assoc.(NRCA)
Note: all bad wood decking should be replaced or repaired, check from inside if necessary.
