Replacing Cedar Shingles

It appears to me that you should have room considering you are scrapping the first two rows of shingles anyway.
In any case I use a flat breaker bar/shingle remover(18 inches) to remove/break the existing nails that hold the bottom two rows. Even if pieces of shingle remain I can then simply pull them out and remove any scrap.
You can then insert new shingles and face nail them to the existing wall.
