Hi, Larry. Since you said that you want to have the walls repainted, instead of you want to paint the walls, why not let the painter clean off the glue? They should have scaffolding that will allow them to safely reach this area.

I have repainted walls from a plank (2x12) suspended between a step ladder and a stairstep but this was kind of unsafe. I have painted stairwells many times with a brush on the end of a broomhandle to cut-in and a roller on a broomhandle for the rest. Handles to fit rollers are available at home centers. It does help if you paint your walls and ceiling a light color so problems with cutting-in are minimized and the light color helps visibility in an area where good light is important.
