Most modern borders are 'strippable' that is, if you pick at the edge with a wallpaper shaver, or even your fingernail, the surface layer comes off easily. You can moisten the rest with a damp sponge (not wet!) and the residue usually wipes off. If it's stubborn, you can use a wallpaper adhesive remover - there are usually several available at a home store.

Good luck, Gary K
