removing wall paper applied to unpainted drywall

I read your reply to Marlyn Jones. I also have this problem (removing wall paper that was applies to unpainted or unprepaired drywall) My question is... Do you need to remove the top layer of paper and then spray on the part left on the wall or do you apply to the first layer that is slick coated. I started pulling the paper off and only remove the top layer except for one area where the wall ripped with the paper.

Second Question: After I remove all paper how will I repair the ripped wall and prepair or texture it for paint.
