removing textured paint

this one is pretty tough because the paint has formed a barrier if you will over the texture and water will not soften up the texture.

so, sanding is one alternative, but sanding paint will only rapidily gum up the paper, so getting a downward paint scraper could be the alternative.

Of course there is the re floating of the walls. This might be overkill at this point, try scraping.
