DIF is about the best solution I've found for removing stubborn wallpaper. If you followed manufacturer's instructions and sprayed wall twice and let DIF sit, try really saturating it good. My sister-in-law had same problem as yours with chunks of wall coming off. She had to use a pressure sprayer like you use for weeds in the lawn and really saturate the wallpaper thoroughly. The super-fine mist it provided allowed the DIF to soak in better, not so much dripping. She also had to use a steamer with the DIF. It came off without bringing the wall with it.I also heard from my local wallpaper store there is a DIF gel available for tough jobs. Or, some people mix a solution of fabric softener and water and use in the same manner as DIF. I have not tried this personally, so don't know the mix ratios, but they swear by it.
