Not that I'm aware of. Other than using a stiff wire brush and some elbow greese, I'm not sure what else to use. Maybe a drum sander set at a high setting?!!! Wetting it to soften it???

You 'may' need a backerboard, but I'm not sure, because of the 'residue' being left behind. Mounting new tile on a potentially uneven surface will cause problems down the road. Check with someone at the tile store. My best to ya and hope this helps.
