Removing old adhesive from mural

We were removing old wallpaper from a bathroom and found a mural underneath. It appears to be covered with a glaze of old (more than 50 years) dried adhesive which has petrified into a tan layer. Is there anyway to remove this fossilized adhesive so that the painting can be restored?
