Removing LAYERS of wallpaper

Hello. I have recently purchased an old home ('20s). Almost all of the walls have been wallpapered over and over and painted over. I can see lines from the paper and slight bubbling. It is impossible to tell how many layers of wallpaper, but it seems to be many. We'd like to paint over these walls, but do not want all of the lines and bubbles. It seems as though removing all that wallpaper throughout the house would be a humongous undertaking. Is there a way we can get around this and have our walls flat (not sure I want to put drywall up in the entire house - I assume we'd have to temporarily remove our baseboards, etc.)? OR, is there an easy way to remove multiple layers of wallpaper without destroying the plaster underneath? Thanks for any suggestions or tips.
