removing glue from cement floor & painting cement floor

We are renovating a room in our basement and have removed the rubberbacked carpet. Apparently the previous owners glued this carpet down. We have scraped all the foam rubber off the cement floor, however, we cannot remove the glue - any suggestions?
We would like to paint the cement floor in this room and place scatter rugs over top. Is there any special preparation or paint required for this process? Is this even possible if we can remove the glue from the floor?
