Relaying self-stick tile

Our landlady had someone lay self-stick tile in the kitchen and now some of them have come loose, gotten dirty and don't stick. It seems we can't find extra matching tiles or where they might be sold so I'm wondering if we can relay the old tiles.

Questions: Adhesive removal? Cleaning of the underlayment (particle board)? What adhesive to use to restick 'em? (We once had a bad experience using a sealer on a particle-board-like surface--lot's of off-gassing--and I don't want to repeat that!)
