refinishing wood floors

I have 40 year old wood floor that needs to be finished. The wood is in very good shape. Some of the rooms have never had any type of finish applied to them at all,they are totaly bare of stain, carpeting had been layed over them. In some sections only a very light finish was applied (possibly one coat) and is mostly worn off. My question, is it necessary to use a belt sander on the floors, I have been told a hand sander would be sufficent or a sander useing triple 000 steel wool. What do you suggest? Thank you
