refinishing a hardwood floor

We bought a house two years ago, the kitchen floor was completely redone (a new one put in) just a few months before we bought the place. Using 4x6x1 inch blocks of cedar and some type of mortar (actual mixture unknown), the floor was done in a "coble-wood" style, as they called it. It was stained and varnished. It is still rough and there are areas at the edge of the floor that do not have any varnish. I suspect the "mortar" would make it difficult, if not impossible, to sand. Would it be possible to simply clean and apply more coats of varnish? While I hate to think of doing it this way, We can't afford to replace the floor at this time.
