Red cedar painting problem

We had new red cedar clappboards installed on the outside of our house in 1994. We let the house weather for one year. A painting contractor then primed the house and put on two coats of a solid white stain. Within a few months the house started cracking, peeling, and bleeding. There was no rain for at least a month before the house was stained. What can we do?
