Recessed Lights are Dark

I am installing a 6-inch “remodel type” recessed light where a junction box previously existed and a light hung from. When I cut the hole for the remodel can, I found directly above a sheathed electrical cable cable probably going to an outlet on another circuit. There isn’t enough slack to move the wire all the way around the recessed can and there isn’t an attic above to see where the wire goes. I am using an insulated can but I’m concerned the wire may be close enough to the light to get hot. Is it okay for the cable to touch since it is an IC rated light? Is there a way to insulate that wire to not be a concern? Please help.
